I have been researching it for a long time, but I've finally found solid proof on it. Zombies didn't exist in media or anything before the outbreak in the show/comics. So no one knew what zombies were, and that is the reason they're not called Zombies. Since nothing like that existed in TWD universe, prior to the outbreak, characters will not have much of any knowledge about 'Zombies'. "In The Walking Dead universe there are no such things as zombies. They don't exist in the media and fiction of the universe either.
At least not before the outbreak. That's why they don't automatically use that word or understand what's happening around them.
Robert Kirkman explains this in the second episode of Talking Dead, a companion TV show that follows the new episode reruns on AMC."
I just updated rules. So, that way everyone and myself can know this. I wasn't certain until I found the video, and quote.

Oh I find this interesting, I always wondered why they were called "walkers" instead of zombies. Hehe.
